Our vision for a Larkspur Community Garden is one of beauty and bounty. We imagine an area bursting with fresh vegetation and pollinator-friendly flowers where our community can work, rest, and connect with nature year-round. This isn't just about creating a garden; it's about fostering community spirit, promoting healthy lifestyles, and contributing to environmental sustainability.
This petition is to gauge support for a Community Garden in Larkspur. It will be used in future proposals sent to the HOA and Williamson County Municipal Utility District No. 32. Let's turn our vision into reality – for us today and future generations tomorrow. FAQ
What is the Social Committee and why do we need it?
The HOA provides a yearly budget for neighborhood events and the Social Committee (SC) is responsible for using the provided budget to showcase a schedule of events that are inclusive, engaging, and enjoyable to foster neighborhood pride and camaraderie. To be a caring community and give back to our Larkspur community and Leander hometown.
When does the LSC meet?
We meet on the second Sunday of every month in the Amenity Center at 7pm.
Sounds fun. How can I join?
We'd love your help! Anyone can join as a volunteer by joining one of our meetings (7 pm on the second Sunday of every month)! At these meetings we meet new community members, talk about what is happening in the next 3 months and have fun planning social events for the community!

Also, any community member with a primary residence can run for Social Committee Chairperson. The Chairperson appoints a Manager as well as 4 other untitled voting positions.

Who can vote on Social Committee matters?
Any resident that attends a Social Committee meeting where a vote is being held.
Can I get more details about the Larkspur Social Committee Budget?
Sure! The Larkspur Social Committee budget is $10,000. This is provided by the HOA out of their $20,000 social budget and is not held by the Social Committee.
The budget works on a reimbursement plan with each purchase approved by the HOA. This means that any purchase of $300 or less needs to be covered by the community member and the receipts are then reviewed by the HOA and reimbursed based on pre-approval.

All items over $300 have to be submitted for pre-approval in a proposal to the HOA. If it's a service that needs to be paid the day of the event via post-dated check, a W9 needs to be submitted with the proposal.

How can I submit ideas for events?

Events take a lot to organize and require budget approval, so we request ideas be submitted at least 3 months before the proposed event window. Feel free to email us if you need help or want more details.
Who runs the Larkspur HOA?
The current Larkspur HOA Board is made up of builders and our elected Larkspur HOA Community Board member. The Board, when formed, made the decision to hire Goodwin and Company as the HOA management company. This is the company that enforces the HOA by-laws, manages and collects the monthly HOA dues, and issues policy citations. Emily Francis, our Community manager, works for Goodwin and Company.
The Larkspur HOA Board will not be turned over completely to the community until all homes are owned by residents.
How do the Social Committee, the social budget and the HOA Board work together to provide events to the Larkspur Community?
The HOA Board sets and approves the annual social budget, which is currently $10k. All Larkspur events that use the social budget have to be approved by the HOA Board. The Social Committee provides all of the details of the events and their planned expenses, to the HOA Board. Zero-cost events, which are put on with donations from the Larkspur community, don't require a vote.
How do I get a Pool Key?
The owner of the Larkspur home has to request the key. First single fob for pool & gym = no charge. One additional fob or replacement fobs may be purchased for $25.00. Limit of two fobs per household. Any charges will be billed to your HOA account.

Is my question appropriate for the Social Committee or the HOA?
The Social Committee deals with Social Events for the community. We are dedicated to the betterment of Larkspur and are always willing to help in any way we can. This being said issues such as maintenance, builder issues, concerns about public safety and anything outside of the Larkspur social calendar are to be directed towards the HOA and Goodwin Management.
